They probably thought the wall in china was impossible to build.
They may be getting ready just in case the sea levels rise, and many cities could be under water. Trump is also talking about building new cities.

Yep, impossible isn't the word for it. It might be unfeasible or unnecessary, but given enough resources, any construction project can be done.
