Unless your case is ultra specific, you shouldn't care that much about the CPU speed, Ram, etc. People waste more time picking over details like this without understand it.

Just as important as the server, is the service itself. If you want fast service to fix any issues, you want to go with a hosting company that is established and has experts on staff that can help you in a hurry.

Your connection to your server is also important. If you get a server that is closer to you, hops-wise, FTP'ing files to and from it will be alot faster and smoother. If you're server is on the other side of the planet, be ready for shitty transfer speeds sometimes.

I currently have a couple of servers at TMDHosting.com. Great service, fast connections, 24 hour service, blah blah. I am also doing a couple of projects for clients of Mojohost, and their service is fucking rock-solid - fast, accurate replies, every time. My other servers at at Linode because they are dirt-cheap, and, I don't need tech support for them.

So all this to say, there's more to consider than CPU speed when choosing a host. Consider your use-case, determine what level of support you need, THEN go shopping.

It costs more to keep that machine powered on. The older the server the more power it consumes, that one, depending on where it is in the world, may cost anywhere between 15 and 40 bucks to keep on for the month. I'm not even mentioning DC space and network, techs to deal with it etc. If you're sold this machine at $5, chances are the host will take you to the cleaners on bandwidth cost. Free cheese is in the mousetrap.
