Just go to the nearest universisty that offers CompSci courses and hire an intern for $10/hour. I got my first job in this business that way and have had two employees since using that route, all of it good.
Just don't tell the dean that it's a porn business looking to do the hiring...

Depends on experience and what they program.. but around here.. for a full time programmer.. with good experience you could expect to get paid between 70-100,000 year..
for php, mysql, and perl... probebly around 80k+/year would be good.. btw, im in maryland.... if your in NY state its probebly around the same.. unless your in the city.. expect to pay more
