If you were able to roll over your unused transfer then you'd be paying a higher monthly fee; the average consumption of a particular plan is never going to be 100% which is how they cover everything.

Ask your host to be sure.

no, most hosts do not roll the unused bandwidth into your next months allotment. That's how they make profit.
