I believe it's more a bandwidth per hour config, not nessesarily visitors.

And especially not since they added that side frame on every page. I bet most surfers don't even notice the little thing to close it

Only reason I have one is because it came with the Yahoo signup.

That's right. I've seen posts from certain surfers here who have posted a geoshities link, you click it and get a splashpage saying the site is temporarily offline due to it being over it's allowed bandwidth usasge. I've seen it happen as little as one minute after the person posted their link
