Well... Not sure "what" that exactly is.. but just quickly scanning a few parts I see a bunch of "The Department declines to adopt this comment."... Seems like a good thing but we need some lawyers to tell us what this all actually says..

That just means they won't be adopting the specific recommendations that were made in the public comment period last july/august.
