Im not really familiar with hotmail does it use any 3rd party software besides IE? IE something that uses another port.
Have you tried it on another system?
Maybe spyware? Virus?
Your hosts file been edited?

Either that or he runs a firewall which blocked those, for some reason.

i've had ssl timeout on me before with certain sites due to my isp....if its a recent problem & no revisions have been made to your firewall its probably a routing issue

try rebooting your modem & router btw

Check your firewall, if you run one.

net time out error is a ping problem , a bottle neck happening somewhere between you and the hotmail server , so not a great deal you can do about it , just wait a few hours and try again

i would guess that the philipines might have something to do with , i haven't looked into there pipe , but i can guess it wouldn't be as big as more economical countries

as i said , time out errors are ping problems , takes to long for a data to flow

have you tried using a proxy?

also I have a friend in England who got a new provider, and he was able to access any other site but hotmail and ebay.co.uk, then he called his ISP and it was some router settings that fixed the whole thing
