Nationalnet and Isprime would be the best.

But you pay for what you get, so if by 'best' you also mean most affordable you will have to sacrifice some reliablility and service for a budget host.

Cyberwurx is solid all round and still quite affordable.

From my own personal experience I would have to say that a few of the very best hosts would be Techie Media, Isprime, Nat Net and Jupiter There may be others but I can only speak from my own experiences.
