Like did they think the tattoos came off when someone turned 18? Usually one has to be of age before getting inked.

No offense, but, no matter how many years you have on me, I'm pretty sure I have more experience gauging the age of individuals of the spookier persuasion. So, seriously, what are you basing your guess that you are looking at kids on?
