my index page is a php file, does googles PR still pick that up or does it have to be a .htm file??

you'll probably get some pr after the netx update, although I'm not sure how is that going to help you
I have shitload of pr2 sites that get like 20 uniques daily....wait, I can use that to pick up chiks, I'll have a tshirt printed that says "I have 100 pr2 sites" |
