Will webmasters rat out a competitor regarding paid links?

Looks like google has added a report paid links form now:

https://www.google.com/webmasters/tools/paidlinks?hl=en

Do you think its ethical to report someone ranking higher then you for your keywords if you notice them buying paid links?

Do you think a sponsor would think twice about using any means possible to wipe out their competition?

It's not about ethics, it's about reality and survival.

If you use consoles (instead of just letting surfers click links of interest), you're already playing hardball.

LinkStoppers on G was inevitable and it's going to be one of the busiest URLs on the web.

Wait until they start nailing Domain Registrar spoofers (ie multiple Class C IP users who pretend their sites are unrelated to artificially manipulate page rank).

Once those IP blocks start getting registered, sites which don't buy into PaidRank will have a more fair playing field.

I'm curious how multiple Class C farmers expect to be immune from the inevitable?

I'd like to see how they go about proving such accusations.

Not all paid links violate our guidelines. Buying and selling links is a normal part of the economy of the web when done for advertising purposes, and not for manipulation of search results. Links purchased for advertising should be designated as such. This can be done in several ways, such as:

-Adding a rel="nofollow" attribute to the <a> tag
-Redirecting the links to an intermediate page that is blocked from search engines with a robots.txt file
