I don't use throttlebox, so I can't really comment on it. But the idea behind it is pretty simple and if member bandwidth is an issue for you then throttlebox is perfect.
StrongBox on the other hand I have used for years, and recommend it to everyone. It's a perfect tool to find and stop password leaks before they become a problem or help members with login problems before they contact you.
