and according to the news report, the inspector who the city claims checked the crane right after the complaint was filed is denying that he did. He says he hasn't been there for a long time.

In most of these cases they find an average guy to crucify as a scapegoat-- while the corrupt and inept public officials who are really at fault completely get away.
