how can you slowdown a cable internet connection in winxp?
i'm trying to cap/slowdown one of the computers connected to the hub. its running winxp. how can this be done?

oh and i'm not looking for a program to do this... cause i know of them... i'm looking for a way to do this by editing the registry settings or something... thx in advance!
