I've heard suggestions that this PayPal email was a hoax.

To quote Richard from Richard's Realm on adultwebmasters.co.uk:

got it as well. A few things make it seem a fake email to me:

- It addressed to "Merchant" and all other emails from PayPal are addressed to "PayPal Member"

- It is not in the standard PayPal html format (no logos, formatting, etc)

- MasterCard do not require a registration and I don't think it would be twice as much as VISA both initially and ongoing.

- There is no announcement on the PayPal site.

- There is no mention of the VISA regulations, other than the Registration fees. It reads as through the person who wrote it assumes the recipient knows the new VISA Regulations already.

Richard is wrong. The Mastercard high risk registration fee is $1000. All of our High Risk merchants are already registered.
Whther they are implementing it for IPSPs is yet to be confirmed but I can tell you that it is $1000.

Lets see, everybody hollered that Visa is what? 70-80% of the Credit Card Business. Meaning only 20% of my members are with Mastercard and I have to pay more for it eh?

That is just too weird.

Man... that sucks... I bet everyone knew about it too... they just wanted to sucker everybody for the $750+ from VISA before dropping the news about the $1000 (or they'll probably charge $1500) from MC... well Corvo at CCBill announced they are going to allow checks/900 billing only... I'm not sure about my backup processor, Ibill.

I'm just a tiny site charging $2.95/month.... these fees would kill me... I've never had any chargebacks or refunds though.

By the way, if any of you are looking to process checks, we have a great solution at only $3.25% and 40 cents per transaction.

Compare that to the 15 or 20% you pay now.
