I dont get it...
You just want to offer a prepaid CC thats reliable... like uh Visa.... or Amex, or MC... they all have pre paid cards available.

I'd suggest contacting GreenDot; I believe they're produced by CitiBank, and they're available online, and rechargable/usable at almost any retailer.
