No.. it's not funny at all, but having a horse drawn buggy on a road made for motor vehicles is dangerous no matter how it's looked at. We have these folks living about an hour from me and I've seen a number of near misses involving these buggies.
Mostly with vehicles topping a hill and bam.. there's a buggie ..

Those things are so dangerous. We occasionaly get horse riders on country roads and you get to them a lot quicker then you thought you would.

Shame about the mum and her 2 girls.
