My brother traded in a Jeep Cherokee for a Chevy HHR.

The dealer refuses to let him take the car home until the feds pay the $4500 which could be a couple of months away, if at all. The dealer said they would rather pay the $15k fine than allow the car to leave the lot before they receive the payment.

they've just started doing that in the UK, but there's lots of restrictions. you can get 2 grand off a new car when you scrap your old one, if its over 10 years old and if you have owned it for 2years plus. its just to get the car market moving again after the recession do i don't know how long it will last. not that it matters, i don't drive a shed :p

Is it really THAT good of a deal though? Sure you get 4.5k, but you give away your old car, which is likely still worth a grand or 2... so really, you only gain 2.5-3k, that's still significant, but given the rebate, dealers are probably way less likely to negotiate on the price... so when all things considered your new car is maybe really 1k cheaper, if even that....

What's the gas mileage on the "clunker" supposed to be max? I'd consider doing it but I don't think my car qualifies (though my car has been extremely reliable so I honestly don't need a new car anyways).

A lot of places are matching whatever you get for the CARS trade. So if that is worth $4500 they match $4500...$9000 off any car is not a bad deal...

Average of 20 between hyw and st....You can just go on cars.gov and see if your car qualifies. It takes like 2 seconds

So now he has no car? I was going to take advantage of the last couple of days of the offer, but I did not know something like that could happen...what is he doing about it?

He still has his car but they have the title to it. At first they told him it may be just a couple of days before they get the C4C money but then now they say it may take a couple of months.

He's a hothead and reported them to the gov since that's against the rules and called the local tv stations and radio stations and called the owner of the dealership, but no one cares.

They offered to tear up the papers but they're giving him 0% interest so he's gonna wait it out I think.

The CARS (Car Allowance Rebate System) form the dealer uses for each sale requires the dealer to verify ownership for not less than the previous 12 months.

Part of the Dealer sale transaction form reads,

# I have verified that the trade-in vehicle is in drivable condition, and I or an employee
under my direction or supervision has operated the trade-in vehicle to confirm that the
trade-in vehicle is in drivable condition.

# I have verified that the trade-in vehicle has been continuously insured for a period of not less than one (1) year prior to the date of this transaction (not applicable to trade-in vehicles registered in New Hampshire or Wisconsin).

# I have verified that the Purchaser has been the registered owner of the trade-in vehicle continuously for a period of not less than one (1) year prior to the date of this transaction.

All of the CARS info, forms, rules, etc are made
available for dealers and consumers online at:
http://www.cars.gov

You don't only get the 4,500. If you trade in a car worth 10k, and it meets the CFC reqs. It's trade-in would be 14,500.

If you traded in a car valued at 10k trade-in. You're not going to LOOSE 5.5k dollars.

it's not that much of a bargain once you think about it. In this economy they would still lower the price A LOT, if you wanted to buy a new car. This way you don't sell your own car, you don't really get to negotiate, so I'm guessing it's no more than $1-2K in savings.

most of the dealers here were doing cars matching programs so it was actually 9k off. then on a few cars they had additional rebates and if you had perfect credit 0% apr offers and i also saw some cash back deals too. i know my aunt got a new car with trade in for 9,750.00 off sticker.

My Dad traded in an older Dodge Ram and got a new fully loaded Dodge Ram that would have cost him $40k for less than $30k when he was done wheeling and dealing.

That's why you haggle on the price of the new car BEFORE you tell them you'd also wanna trade in your clunker as part of the deal.

If you get the cash for clunkers deal, the dealers have to scrap your car. That's the entire point of the program, to get inefficient cars off the road. Why would dealers pay 10K for a trade-in that they have to scrap? 4.5K is the entire trade-in value.
