3G wifi router with hotspot? Paid hotspots?

So I am in the market for a 3G wifi router so I can actually change port settings etc on my rogers USB aircard. I was thinking while I am at it I may as well get one that comes with hotspot software so I can play around with charging people for my internet.. I was wondering if you can make a paid hotspot with any router, like is it all just software based? Or do you have to have a specific router that supports the software. Basically I want it so when someone tries to connect to my wifi name it brings them to a page where they have to pay to use it etc.

If its all software based can anyone recommend a good software I should look into? I was thinking of this http://cgi.ebay.com/NEW-NETGEAR-BROA...item3ca853fb3d for a 3G router, seems to be the cheapest brand name one I can find.

The WRT54G3G appears to be for the pci or whatnot cards, mine is a usb dongle.
