I've send them 2257 notices, but they don't remove my content.

What should I do?

If they have a processor, like rapidshare does PP, you start CC'g their legal department.

If they are in the U.S., you also include CC's to the attorney general of their state in correspondence. You will find that the higher up the food chain you go, the faster they comply and they will actively police your content off their sites from then on.

Even if they are out of the U.S., most have an achillies heel. U.S. host, or registrar, or payment processor.

One way or another you can get to 97% of them to comply.

CC DMCAs to their host, their host's provider and go on upstream.

Also if they're in the US, cc their Host's local FBI office, you'd be surprised how often someone from the FBI will follow through and contact them.

If nothing else the cc to the FBI will get the attention of the Host's legal department.

I have found that GoDaddy is notorious for blowing you off if you do not have your lawyer (letterhead) send a DMCA. However, I am not going to have my lawyer sending out DMCA on 1st contact. That would get expensive.

So I have found (especially with GD and PP) that CC'g the attorney general of the state(s), and other law enforcement for effected states will get it typically cleaned up, and addressed in 24-48 business hours. The offenders accounts will be frozen, and your shit will be removed. In my experience, they also have actively policed my content to keep it off their site or have included my company, with others, on who not to post on their forum.

I do not have time for silly reindeer games. My time is money. So I will go as high as I can if my 1st DMCA is ignored and I will start CC'g everyone. This has shown to get results and solve the problem nicely.

What kind of fileshare is it? You can't really send DMCA if it is P2P users. If some server host your content, then you can.
