Both could be on capped plans, both could be burst plans, how is the host presenting it to you?

with 5000GB you will have more burst room (at least 100Mbps usually), while the 20Mbps may be capped at 20Mbps (if its called unmetered or capped).
The 5000GB will allow you to have more burst traffic without paying extra for it, as you are paying for transfer instead of capacity. 20Mbps is probably around 3000GB - 4000GB (you will only see about 150GB-200GB per 1Mbps). What kind of deal are you looking at? Let me amaze u with some 10,000GB pricing and awesome servers :D
