The case for impeachment has begun

Analysis of the First Year of the Obama Administration:
Public Relations and Propaganda Initiatives

Since the beginning of the Obama Administration on January 20, 2009, ordinary Americans have financed and been exposed to an unprecedented number of public relations and propaganda efforts. Federal spending for public relations contracts rose to historically-high levels during the Bush Administration. Under one-party rule in 2009, the White House used the machinery of the Obama campaign to tout the President?s agenda through inappropriate and sometimes unlawful public relations and propaganda initiatives. Congress buoyed the Administration?s propaganda efforts by increasing federal spending on public relations for the first time since 2005.

The Obama Administration frequently used federal resources to promote the President?s agenda. In many cases, the Administration relied on the reach and resources of federal agencies and their personnel to promote certain of the President?s favorite programs. The White House also leveraged ties to the arts and entertainment community to embed propaganda in the content of television programming and artwork. These propaganda efforts violated appropriations riders and federal law prohibiting the use of appropriated funds for publicity or propaganda purposes.

The White House also used its inherent visibility advantages to multiply the effectiveness of websites containing misleading and controversial information. The White House used its resources to push visitors to websites that urge grassroots activism based on false and misleading information. The President?s right to sell his policy recommendations to Congress and the public is not disputed; however, using the resources of the federal government to activate a sophisticated propaganda and lobbying campaign is an abuse of office and a betrayal of the President?s pledge to create ?an unprecedented level of openness in Government.?1

Instead of facilitating openness, the public relations and propaganda activities of the White House have had precisely the opposite effect. The Government Accountability Office (GAO) has historically deemed activities involving ?covert propaganda? to be unlawful. In those cases, the source of the public relations or propaganda materials did not disclose his or her identity as a federal employee or contractor. Many of the Obama Administration?s propaganda activities are unlawful because they are covert. Furthermore, several programs closely resemble those decried by Democrats and ruled unlawful by GAO during the Bush Administration.

This report examines several of the most visible public relations and propaganda efforts during the first year of the Obama Administration. Viewed collectively, these activities reveal an Administration better suited to campaign-style self-promotion than to providing transparent and honest leadership.

You see, at the time of his much publicized switch, the Obama administration pledged to support Senator Specter in his reelection bid in 2010. And support him they did, if only rather tepidly.

This, in Issa?s partisan opinion, is grounds for criminal prosecution. Which would be just peachy with me so long as Mr. Issa was consistent in his quest for justice.

First, a brief historical look at the career of Mr. Issa: On his military service, Congressman Issa claimed that he served for nine years in the Army. But records show that he served only five years. Issa also claimed that he was part of an elite Army bomb unit that was detailed to protect President Nixon at the 1971 World Series. But records show that he spent a mere six months on a bomb disposal team while in a college ROTC program, which hardly qualifies him for elite status. Even more devastating, though, is that Nixon never attended any of the 1971 World Series games.

TalkingPointsMemo also found that Issa?s Army record was ?marred by a bad conduct rating, a demotion, and allegations that he had stolen a fellow soldier?s car.? But that?s not the last time Issa would be accused of a crime.

In 1972, Issa was convicted of ?Possession of an Unregistered Handgun,? the second time that year he was arrested on weapons charges. In 1982, he was a suspect in an arson fire at a Ohio manufacturing plant he owned. Just weeks prior to the fire, Issa had greatly beefed up his fire insurance protection on the plant.

In the political arena, Issa?s record is rather dubious as well: He accused outed CIA covert operative Valerie Plame of perjury during the congressional hearings investigating the misuse of power by the Bush administration in the commutation of Scooter Libby?s sentence; his allegations were baseless. He disparaged the testimony of four women whose family members were killed in Iraq at a hearing investigating the malfeasance of U.S. contractor Blackwater. He called the September 11, 2001 terrorist attack on the World Trade Center in New York a plane crash to justify denying support to the heroes who rushed to Ground Zero and who are now suffering from serious health problems as a result.

He defended Roger Clemens? steroid use in Congressional hearings. He defended the Bush administration?s criminal destruction of White House email records, saying that they weren?t intentionally deleted, but lost because of a software glitch (a charge he was later forced to retract). In fact, nearly every time the Bush White House came under scrutiny, there was Congressman Issa riding in on his white horse.

His defenses of the White House, though, only come when a Republican resides there. Ever since Obama took up residence, Issa has been on a non-stop quest to uncover a Watergate-esque scandal, all to no avail.

Congressman Issa has been rather schizophrenic on the issues: He adamantly opposes trials in civilian courts for Guantanamo detainees, while at the same time insisting suspected terrorists be afforded their Miranda rights, and opposing the loosening of the Miranda rules, even in the case of erstwhile Christmas Day bomber Umar Farouk Abdulmutallab. He decries ?uncontrolled government spending,? yet wholeheartedly supported the Bush administration?s uncontrolled spending.

Issa was a key figure behind the firing of former U.S. Attorney for San Diego Carol Lam for political reasons, yet he demands an investigation into the Obama administration?s dismissal of AmeriCorps inspector general Gerald Walpin, insisting it was for political reasons and citing a lack of transparency. As if the Bush administration?s firing of eight U.S. Attorneys was completely above-board and beyond reproach.

Darrell Issa is a very wealthy man who seems to have forgotten that not everybody in his district is so fortunate. And his thirst for power and attention has become a national embarrassment. He has been dishonest and disingenuous as a representative of the 49th district. He has worked tirelessly to advance the Republican agenda, yet has done precious little to make government work better for the voters who hired him. He has been an excellent political provocateur, but an abysmal legislator and representative of the people of the San Diego County.

San Diego deserves better. Mr. Issa was sent to Washington to work for the people of San Diego, not the Republican Party. Congress is being crippled by partisan sniping at its worst, and Congressman Issa is among the worst culprits. With unemployment in the county hovering around 11%, it would behoove Mr. Issa to get to work on behalf of his constituents instead of ministering over his Joseph McCarthy revival and his march to legitimize every last conspiracy theory whispered into his ear.

The game of Life is an example of a class of computations that interested Feynman called [cellular automata]. Like many physicists who had spent their lives going to successively lower and lower levels of atomic detail, Feynman often wondered what was at the bottom. One possible answer was a cellular automaton. The notion is that the "continuum" might, at its lowest levels, be discrete in both space and time, and that the laws of physics might simply be a macro-consequence of the average behavior of tiny cells. Each cell could be a simple automaton that obeys a small set of rules and communicates only with its nearest neighbors, like the lattice calculation for QCD. If the universe in fact worked this way, then it presumably would have testable consequences, such as an upper limit on the density of information per cubic meter of space.

The notion of cellular automata goes back to von Neumann and Ulam, whom Feynman had known at Los Alamos. Richard's recent interest in the subject was motivated by his friends Ed Fredkin and Stephen Wolfram, both of whom were fascinated by cellular automata models of physics. Feynman was always quick to point out to them that he considered their specific models "kooky," but like the Connection Machine, he considered the subject sufficiently crazy to put some energy into.

There are many potential problems with cellular automata as a model of physical space and time; for example, finding a set of rules that obeys special relativity. One of the simplest problems is just making the physics so that things look the same in every direction. The most obvious pattern of cellular automata, such as a fixed three-dimensional grid, have preferred directions along the axes of the grid. Is it possible to implement even Newtonian physics on a fixed lattice of automata?

Feynman had a proposed solution to the anisotropy problem which he attempted (without success) to work out in detail. His notion was that the underlying automata, rather than being connected in a regular lattice like a grid or a pattern of hexagons, might be randomly connected. Waves propagating through this medium would, on the average, propagate at the same rate in every direction.

Cellular automata started getting attention at Thinking Machines when Stephen Wolfram, who was also spending time at the company, suggested that we should use such automata not as a model of physics, but as a practical method of simulating physical systems. Specifically, we could use one processor to simulate each cell and rules that were chosen to model something useful, like fluid dynamics. For two-dimensional problems there was a neat solution to the anisotropy problem since [Frisch, Hasslacher, Pomeau] had shown that a hexagonal lattice with a simple set of rules produced isotropic behavior at the macro scale. Wolfram used this method on the Connection Machine to produce a beautiful movie of a turbulent fluid flow in two dimensions. Watching the movie got all of us, especially Feynman, excited about physical simulation. We all started planning additions to the hardware, such as support of floating point arithmetic that would make it possible for us to perform and display a variety of simulations in real time.

In the meantime, we were having a lot of trouble explaining to people what we were doing with cellular automata. Eyes tended to glaze over when we started talking about state transition diagrams and finite state machines. Finally Feynman told us to explain it like this,

"We have noticed in nature that the behavior of a fluid depends very little on the nature of the individual particles in that fluid. For example, the flow of sand is very similar to the flow of water or the flow of a pile of ball bearings. We have therefore taken advantage of this fact to invent a type of imaginary particle that is especially simple for us to simulate. This particle is a perfect ball bearing that can move at a single speed in one of six directions. The flow of these particles on a large enough scale is very similar to the flow of natural fluids."

This was a typical Richard Feynman explanation. On the one hand, it infuriated the experts who had worked on the problem because it neglected to even mention all of the clever problems that they had solved. On the other hand, it delighted the listeners since they could walk away from it with a real understanding of the phenomenon and how it was connected to physical reality.

We tried to take advantage of Richard's talent for clarity by getting him to critique the technical presentations that we made in our product introductions. Before the commercial announcement of the Connection Machine CM-1 and all of our future products, Richard would give a sentence-by-sentence critique of the planned presentation. "Don't say `reflected acoustic wave.' Say [echo]." Or, "Forget all that `local minima' stuff. Just say there's a bubble caught in the crystal and you have to shake it out." Nothing made him angrier than making something simple sound complicated.

Getting Richard to give advice like that was sometimes tricky. He pretended not to like working on any problem that was outside his claimed area of expertise. Often, at Thinking Machines when he was asked for advice he would gruffly refuse with "That's not my department." I could never figure out just what his department was, but it did not matter anyway, since he spent most of his time working on those "not-my-department" problems. Sometimes he really would give up, but more often than not he would come back a few days after his refusal and remark, "I've been thinking about what you asked the other day and it seems to me..." This worked best if you were careful not to expect it.

I do not mean to imply that Richard was hesitant to do the "dirty work." In fact, he was always volunteering for it. Many a visitor at Thinking Machines was shocked to see that we had a Nobel Laureate soldering circuit boards or painting walls. But what Richard hated, or at least pretended to hate, was being asked to give advice. So why were people always asking him for it? Because even when Richard didn't understand, he always seemed to understand better than the rest of us. And whatever he understood, he could make others understand as well. Richard made people feel like a child does, when a grown-up first treats him as an adult. He was never afraid of telling the truth, and however foolish your question was, he never made you feel like a fool.

The charming side of Richard helped people forgive him for his uncharming characteristics. For example, in many ways Richard was a sexist. Whenever it came time for his daily bowl of soup he would look around for the nearest "girl" and ask if she would fetch it to him. It did not matter if she was the cook, an engineer, or the president of the company. I once asked a female engineer who had just been a victim of this if it bothered her. "Yes, it really annoys me," she said. "On the other hand, he is the only one who ever explained quantum mechanics to me as if I could understand it." That was the essence of Richard's charm.

Carbon is not the problem, it makes up 0.041% of our atmosphere , 95% of that is from Volcanos and decomposing plants and stuff. So people in the US are responsible for 13% of the carbon in the atmosphere which 95% is not from Humans, like cars and trucks and stuff and they want to spend trillions to fix it while Solar Panel plants are powered by coal plants
