U.S. apologizes for Guatemala STD experiments

"The sexually transmitted disease inoculation study conducted from 1946-1948 in Guatemala was clearly unethical," according to the joint statement from Clinton and Sebelius. "Although these events occurred more than 64 years ago, we are outraged that such reprehensible research could have occurred under the guise of public health. We deeply regret that it happened, and we apologize to all the individuals who were affected by such abhorrent research practices."

The sad part? This isn't even close to being the worst thing the U.S. government has been involved with in Guatemala -- or that any number of other governments have been involved with there over the years, for that matter, including their own government at various points in the last couple hundred years.

It's such a beautiful place, too (or it was when I was there in the 80s, at least)... it makes the ugliness perpetrated there all the more horrific, somehow.

On a more pleasant note, if you ever visit Guatemala, do yourself a favor: visit Tikal National Park, find Temple IV, climb to the top of it, and survey the horizon. That is a view you will never forget.

This sort of thing is just part of the dance that is international diplomacy.

When the U.S. government is trying to "normalize" relations with a country that we have a rocky diplomatic relationship with, these sorts of apologies often are part of the bargain. I'm not saying it makes sense (or works), just that this is the intent of making such "official" apologies.

It's very much like the apology issued to Iran in the 90s, in which Bill Clinton officially acknowledged the CIA's role in the coup there in 1953. I don't suspect that Clinton thought for one instant that the apology was going to make the average Iranian say "How thoughtful of you, all is forgiven, then." It was just part of an attempt to get the powers-that-be in Iran to warm up to the idea of talking to the U.S. and come to the negotiating table again -- sort of a diplomatic "ice breaker," if you will.

Of course... that particular apology appears to have come up a little short of its desired effect, in retrospect. ;-)

A bit of history for you. The WW II Japanese Unit 731:

"Japan's biological weapons program was born in the 1930s, in part because Japanese officials were impressed that germ warfare had been banned by the Geneva Protocol of 1925. If it was so awful that it had to be banned under international law, the officers reasoned, it must make a great weapon. Establishment of two biological warfare Units 731 and 100 in Manchuria in 1933 because of the number of test subjects available. Harbin in Manchuria was the headquarters of Unit 731. Ishii promoted to full colonel with 3,000 Japanese working under him. In addition of bacteriological warfare, studies were also conducted on human damage done by burns, freezing, high pressure, and bullets. Former members of the unit say that at least 3,000 people and by some accounts several times that number were killed in the medical experiments in which none survived.

"After infecting him, the researchers decided to cut him open to see what the disease does to a man's inside. I cut him open from the chest to the stomach and he screamed terribly and his face was all twisted in agony. made this unimaginable sound, he was screaming so horribly. This was all in a day's work for the surgeons, but it really left an impression on me because it was my first time."

The human experimentation did not take place just in Unit 731, nor was it a rogue unit acting on its own. Prince Mikasa, toured Unit 731's headquarters in China and wrote in his memoirs that he was shown films showing how Chinese prisoners were "made to march on the plains of Manchuria for poison gas experiments on humans." Premier Tojo personally presented an award to Ishii for his contribution to developing biological weapons.

In 1942, germ warfare specialists distributed dysentery, cholera and typhoid in Zhejiang Province in China. but Japanese soldiers themselves became ill and 1,700 died of the diseases."

"2004 BBC report

A BBC television programme on February 1, 2004 with the title, Access to Evil in the This World series [1] (http://news.bbc.co.uk/1/hi/programme...ld/3440771.stm) detailed other allegations.

In the programme, a former North Korean woman prisoner tells how 50 healthy women prisoners were selected and given soaked cabbage leaves, which all the women had to eat despite cries of distress from those who had already eaten. All 50 were dead after 20 minutes of vomiting blood and anal bleeding. Refusing to eat would allegedly have meant reprisals against them and their families.

Kwon Hyok, a former prison Head of Security at Camp 22, described laboratories equipped respectively for poison gas, suffocation gas and blood experiments, in which 3 or 4 people, normally a family, are the experimental subjects. After undergoing medical checks, the chambers are sealed and poison is injected through a tube, while scientists observe from above through glass. In a report reminiscent of the earlier account of a family of seven, Kwon Hyok claims to have watched one family of 2 parents, a son and a daughter die from suffocating gas, with the parents trying to save the children using mouth-to-mouth resuscitation for as long as they had the strength.

An interview with Kim Sang Hun, described as a distinguished human rights activist, was also broadcast. Kim Sang Hun showed documents that he says were brought from Camp 22 by an escapee and which he is sure are not forgeries. These documents each say that a certain prisoner is to be transferred for experimentation with chemical weapons. A London based expert on Korea also considers it likely that the documents are genuine and Kwon Hyok stated independently that such documents were used at Camp 22.

Finally North Korea refuses access by any outside observers to Camp 22. This, in the opinion of the BBC, gives the clear impression that there is something to hide.

The BBC has been criticized by the Broadcasting Standards Commission in the past for broadcasting documentaries that were were considered unfair, and the report of the recent Hutton Enquiry also criticised the corporation (although many people in the UK disagree with the enquiry's conclusions). However, in the majority of cases BBC reporting is considered accurate."
