Programmers that makes custom apps (windows) from my description, where to find?

Not sure if anyone can understand what I mean

But I need someone to make me an windows app that meets my requirements.. maybe there some website where programmers offer to do projects like that

I use Vworker.com (old rentacoder.com). They have a good system for making up project descriptions, escrowing funds, requiring the programmer to write weekly updates, and then make a full delivery, which after testing is either approved or declined.

Should anything go haywire along the way, there's the possibility to call in an agent to mediate between you and the programmer.
