Either the government of the south is totally stupid to be test firing heavy artillery right on top on the north, or you cant help but feel they did this knowing what the response would be and then of course the propoganda flows in the media about that nasty old northerners.

My gut tells me this was a test to see how N. Korea would respond.

I was stationed at Osan AB ROK from Dec1990 - April 1991. I can assure you that if the US Gov feels that US soldiers all over South Korea are in danger, the US will react and not be light about it.
