Looks like different offer is showing per GEO, so if if's CPA network then you will need to specify with which GEO you seeing that page.

This is going to redirect to a lot of different places depending on geo and device, either randomly or because of daily lead caps/payouts. Many of those will also be using an API based pingtree to try multiple different dating databases.
