you need something thats called face to face verification - that can be a live webcam check (you gotta hold your ID and your face into a webcam) or that can be for example a letter with a pincode that you receive by mail and that the mailman will only hand out to you personally - and not to someone below 18. i think there are also 2 or 3 other possibilities - but they are all equally absurd

Last I heard the German system required a 'hardware" USB dongle. Sorry but if that's still the case any 12 yo can beat those things. Just ask the software developers whom gave up using them a long time ago when trying to fight piracy.

did you know that a passport + a creditcard or bankaccount is not enough to verify the age in germany ?

germans have to use "face to face control" which means that the postman has to control you, if it is not a minor using daddy's creditcard.
some german avs even use usb sticks for login on your pc, and who thinks that's more than enough:
some avs are using additional pin codes you get per email, each login use another pin ...

+ german avs systems are fighting against each other, by jusrist who have no qualms to admonish ALL webmasters using the "wrong" avs system.

In Germany age verifcation systems are required to protect minors from explicit content. If a user signs up to your site, he may do it online, but you are not allowed to give him access to your site unless somebody has checked his age by viewing an official document like a passport.

Of course there are several ways to do it. One of those in Germany is called "PostIdent". The login data to your site is sent to the user by mail (I´m not kidding, really) and the postman has to check the passport.

There are other options, of course. One of them is "SchuFa". SchuFa is a company which usually collect customer data about debts. So if you want to open a credit, the bank will ask SchuFa before if you are solvent. SchuFa has one of the largest databases including age verification and they offer one for online companies. Basically the user gets his login data by bankwire.

A German webmaster has to comply with this regulations, at least if he offers porn to German users.

So it is much more then typing in your birthdate in an online form.

I already had some ideas to implement an global AVS which makes "face 2 face" verification. I think in Germany it would not work, but in every other Country it should.
My opinion is, you should ask yourself: _When_ will i need such a crazy thing?
If its to late, and you do need such a thing by law you an not choose anymore. People would begin to start building AVS for local laws.
Ok you would have the posibility to say: I am going to take geoip and show the AVS only for People from US. What about the trillions of AOL Users, that seem to come all from US?
Or you could say: I do only the US Market.

Try to immagine an global AVS which is used by everyone over 18 or 21.

Ok this still kills SEO. But it would be better than an AVS for e.g.: _only_ Texas then you have to use one more (A different one) for Kentucky maybe one more for France users and one for Japanese users. WTF! This would kill you because you would need one for every Country with their own laws.
