You have the option to chose one of these two offers: I.) Hardlink of your site to 10 diverse pages on 100 PR4 sites II.) One hardlink of your site on 1000 PR2 sites Which one do you pick?  |

It depends how your current link profile looks like. If you don't have existing links then first option is better and second could result penalty.
