A good place to start for traffic would be Trafficholder. There are other places, but this is who I recommend from personal experience. However be strategic about it, don't just look at $1.95 cheap traffic and say yep $1.95 per 1000 is good, it's not. Also filter your traffic purchases at Traffic holder.
You will only learn how to do this by trial and error. Ensure you have the means in place to see the metrics of what each purchase does. That's why I said test, buy, evaluate then repeat.
I firmly believe the best traffic is free. It comes from people using search engines to find what they are looking for. If you can provide them with a relevant page to what they are looking for, then provide them a way to get more of that while also providing them value (rather than just a plug or ad) then you will succeed.
