If you are seeking answer to that question, Libya is a perfect example so you can find online about benefits of Libyan people under Gadafi. Also , when debating or trying to understand things like this, it can be hard doing it from country that is completely different (tradition, economics, nature, history...) so you should be open minded if really want to understand problem....and as usually, problem is simple: Oil = money.
