Anyone who promises you they can deliver that is probably just out to take your money. Not to mention it would be a waste of money and effort anyway.

Your best bet would be a comprehensive SEO effort focusing on many different keywords/phrases that are far less competitive than the one you want.

Going after one single highly competitive keyword like that will end up with you spending a ton of money and not getting much in return.

be very cerful with so call SEO experts, in 9 of 10 cases they will just collect money and deliver poor results

the best way is to buy links as long as you have a more or less a semantic page-structure.
go to linkworth.com setup an account or call them. they will help you spending you budget in buying relevant links for your keywords. you can also contact them on linked in. Vewry nice people!! they will also tell you that you need minimum 2-3k budget per month to make the list as you want. But allways with a little risk that you are cought from google... and your money is fucked then...

A phrase/keyword that returns 1 million results or lower is definitely doable. Number one, that's a crap shoot but top 5 is completely possible.

You have a lot to learn about SEO based on that statement. You don't just tweak it and there it stays. It is a constant battle on competitive terms.

There is no set price. Anyone that says they can do it for a certain amount and it will stay up for a certain length of time is yanking your chain. If you are serious, you will enter a dialog.
