Need to cut some promo stills from a few video clips from when I didn't have my SLR, whats a good program for this

Not a great solution is just use any web page grab programe and crop the frame.
Its not ideal but I use it for flash films.

If its suff your shooting, carry a phone with a camera as these days the quality is rather good and may give you a better shot than a screen grab.
