I need ads to run from (say) 8pm-midnight. Only hitting UK traffic.

none that I know of

adult ad networks are underdelivering in features and innovation that's seen in mainstream and has been available for a long time.

Not to mention that we have few if any 3rd party verification for CPM/CPC validity and fraud

TRAFFIC HOLDER give option to set hourly forces, so for hours you dont want you leave some min. and for your wanted hours you burn that number

And they have nice chunk of webcam traffic from UK!
