Why does the white need 23 helicopters costing 17 billion?
Yeah, I understand why the president needs a high end helicopter and other things, but at this price, (400 million each) do they really need 23 of them?
http://news.yahoo.com/obamas-20-bill...-politics.html I meant to say white house

First rule of spending - if you don't use up that $17 billion somehow...it's tough to ask for it again next year in the budget.

According to this Threats against the president have increased 400% since Obama took office and his protection detail is stretched thin because he gets more than 30 death threats per day.
Others say that isn't true. I guess only the Secret Service knows. If it is true, maybe they felt the need for the increased security. |

Would be far from the first military contract weighted down with bloat in order to make all the stakeholders money and political capital - this is common practice and a common result in the military-industrial complex. There are immense cost overruns for underperforming and often unnecessary vehicles and weapons systems all the time and under every administration, including some that make this look like pocket change. And some prior versions of this helicopter project were indeed spearheaded by a Republican administration, those too also faced spiraling costs and were ultimately cancelled with nothing whatsoever to show for it.
The only reason Vend brings this up is.... well... guess. |

"U.S. Secret Service Director Mark Sullivan dismissed published reports that the level of death threats against President Obama are four times greater than typical threat levels against recent presidents ? claiming the current volume of threats is comparable to that under George W. "It's not [a] 400 percent [increase]," Sullivan said during a heated exchange with Delegate Eleanor Holmes Norton (D-D.C.), who suggested the service needed additional agents to protect the first African-American president. "I'm not sure where that number comes from," he said, adding that the number of threats against Obama "are the same level as it has been [against] the last two presidents."" |

I remember when Clinton was President a guy jumping the fence and shooting at the White House. And Bush? If anybody had a bullseye on them it had to be him. Al Queda wanted him dead BIG time. I bet that they will NEVER release actual statistics to the public about death threats to any President. But if we were to find out the real numbers, I'd bet Bush had the most of any recent President. Hell, as hated as Bush is...I bet he STILL gets more death threats than Pres. Obama on a daily basis. |

Makes you look like a moron that can't read? I have to ask, can anyone understand the OP? I never said anything about the price, I understand that, what I don't understand is why so many? Why does he need or the presidents after him need 23 helicopters? And what's with the dip shits saying this is a GOP thing, are you fucking morons?

Anyway, here's what Vendzilla forgot to tell you. - The helicopters uses now are over 10 years old. They were ordered replaced back in 2002 but the program was put on hold twice, one time by Obama himself back in 2008. - The new Helicopters won't be completed and ready to fly until at least 2020, with the production completing in 2023, way past the time President Obama can make use of them (He's out in less than a year and half) - The contract was awarded to Sikorsky Aircraft Corp, by the Naval Air Systems Command. Lol! You didn't say Obama, but you said THE PRESIDENT. Nice back-peddle attempt there, Mitt!

Of course Vendzilla is just drooling over this, but he didn't read anything.
The original contract was signed under President Bush in 2005, and was for $6 billion. The US government only paid $3 billion, and not a single aircraft was ever produced. The new contract is for $1.24 billion and will most likely never be used by Obama. It's scheduled for 2016, but operational deployment most likely won't be until 2017 or 2018. That's fine, Hilary will get to enjoy it.

![]() don't do that. Moreover, there's plenty more out there than the OP article. the 1.6B is for 6 prototype helicopters and simulators. ?This contract provides for the procurement of six test aircraft and the associated support equipment, integration of mature government-defined mission systems, a training system including a flight training device and a maintenance training device, logistics, engineering, and test and evaluation support,? according to the announcement. read more, finger point less. Program Status: Contract Awarded The Navy awarded a $1,244,677,064 fixed-price incentive engineering and manufacturing development (EMD) contract, with production options, on May 7, 2014 to Sikorsky Aircraft Corporation. Initial fielding is planned for 2020, with production concluding in 2023. Under the contract, Sikorsky will use its in-production S-92A aircraft and integrate government defined mission systems and install an executive interior. A total of six test aircraft will be produced during EMD. The production options will produce an additional 17 aircraft in three lots, resulting in a total procurement of 23 aircraft. Four of the six test articles produced during EMD will become operational aircraft, bringing the operational inventory to 21. http://www.navair.navy.mil/index.cfm...7-9C1CE41A66A5 |

this is from the original rfp:
The procurement will result in a fixed-price type contract for the Engineering and Manufacturing Development (EMD) phase as well as options for Low Rate Initial Production (LRIP), Full Rate Production (FRP) and associated logistics elements to include interim contractor support, spares, support equipment, and repair of repairables. Options are also anticipated for the modification of System Demonstration Test Articles, integration of the Wideband Line of Sight System, Mission Tasking-2 Reconfiguration Kits and Earned Value Management Cost Reporting. The total aircraft quantity includes 6 aircraft to support the EMD phase, 9 LRIP aircraft, and 8 FRP aircraft. the 1.6b$ is for the EMD phase of the total project. https://www.fbo.gov/index?s=opportun...=core&_cview=1 |

the 1.2B$ is simply for the fixed cost portion of the total project. they have to call it something the get things going. They can't name any other costs in the vxx project because they are not fixed. that's reading between the lines, but that's also understanding how RFPs and contracts work. |

Hah-hah...I have Rochard on "ignore" now because of his love of trolling.
But reading what you just quoted him saying made me laugh about the use of the words "us" and "we" in that last sentence. As if ANY of us ever had a say in how that money was spent. I guarantee you that if you asked people if they think that their tax money should be spent on super-duper helicopters for the Pres. to ride in to the airport to board his super-duper jet...most people would be like me and say "Hell NO!" First off...the hypocrisy of a person who claims to be a proponent of "green energy" and stopping "global warming" to have such a HUGE carbon footprint is crazy isn't it? But that's the way the RULING class in America rolls. They tell US what to do, and exempt themselves from all of it. We want YOU to drive a prius...WE will ride in limousines. We want YOU to save energy...WE will live in these mansions using more energy than your entire city block. We don't want YOU to have a gun to protect yourself....but WE will be surrounded by armed guards all the time. It's just crazy that the American people are letting this kind of thing stand for the last few decades as the ruling class in Washington D.C. has gotten more and more brazen. |
