Paypal - change in terms?

I noticed today that a program that I have been promoting for about a decade recently added paypal as payment option.
The guys behind the program are legit. Never had any problems with payouts.

I wrote Paypal about adding a payment option to my website not too long ago and they said I would not be allowed to add it.

Has there been a change in Paypal's terms recently?

EDIT: Seems to be related to Epoch. An interesting development.
