sometimes show is fine, who knows in this sitch. obviously, there is enough slack in that chain where the lock could have easily locked it, so it appears the key was not available and a quick fix was necessary- so the zip tie to make it appear the gate is locked, perhaps while the key is retrieved or another lock is found.
