where were the bitcoins stored? if in his own wallet, you are shit out of luck, zero chance of recovering it unless you find the keys...

unless you have the encrypted key, you cant recover the btc.

This. There is no central authority, no way for someone to decide "this looks plausible, so we'll release the money to the relatives."
Without the key, the funds effectively do not exist. edit: this assumes that the user was storing funds in their own wallet. If they use a third party wallet service, it may be possible. |
