I don't think it is possible to commit a terrorist act and be considered a rational person. That does not mean legally insane. Irrational people are responsible for their actions. Terrorists that are mass murders get a summary death penalty in the USA -- but the terrorist doesn't give a shit -- he is prepared to die.

Consequently, there is no deterrent punishment. Terrorists always win -- even when you cap their ass they win.

Soldiers may think they are heroes when they cap a terrorist but in reality they are just creating more martyrs for the terrorists' cause.

Solution -- give the terrorists their own country(s) -- get them all in one place -- then nuke it(them).

no. you have a point. you cannot "win" a war on crime, poverty, or terrorism. what you do, instead, is you maintain vigilance, keep them on the run. just like innovation prospers in peace, so do terror networks left alone to grow.

The terrorists only win when the media covers an incident for a week, which they currently ALWAYS do. If the media wasn't so greedy and just coveted an incident once, for one day, and not as breaking news, it would take the "terror" away from the "terrorists".
