I see no problem with the US government hacking into foreign government or civillian computer systems * military or civilian * when that government or a private organization in that nation is sourced as the initiator of breaches of US computer systems. Inflicting maximum real damage should be the objective.

The USA is more than capable of launching cyber warfare. Shutting down an cybertacker's electric grid and sewer and water system is not out of bounds. You play fucky-fuck to win.

Of course, the USA cannot do this now because the computer systems in the USA are not very secure -- this will have to change regardless of who sits as president. So, take that partisan politic shit and shove it back up your ass.

I don't know either. I've seen this movie on TV in early 80's when I was a kid. I don't remember the plot, but I still remember some scenes that have impressed me, such as the EMI effect and the ending scenes of the movie, which were so non-Hollywood ones. They were very typical for Russian cinematography.

I think you do not understand what we are talking about.

We aren't talking about landing a few thousand Marines inside of Russia to remove their ability to hack or using cruise missiles to destroy their infrastructure so that another country is unable to hack. Instead, I believe we are talking about creating a cyberwarfare division where hacking attempts are identified and countered.

This makes sense, although I question if the military should be used for this. This should be more of a Homeland Security thing.

Hiding weapon systems within civilian zones is against the Geneva convention and puts your citizens in harms way.. However we are of course talking about a country who's military shot down a passenger jet 2 years ago..
