The only way to settle the argument is to look at the employment statistics for the St Louis Metro area in a year and compare.

The average US (national) low skilled labor wage is $10.25 currently.
If you pay, or try to pay, below market wages you have to hire illegal workers, parolees or bottom of the bucket talent.

Maybe, you can get a student that will work part time for chump change.

There might be some truth in that. Giving people money doesn't fix the problem. You know that saying about teaching a man to fish.....

We have a local Indian tribe here in town. They were broke, living in beat up trailers, lots of drug use, drinking, spousal abuse.... They built the biggest casino in Northern California and now they are all rich. It didn't solve any problems and only made them worse. They no longer live in trailers, have nice houses and nice cars, but the drug use is worse, they are drinking more, and the spousal abuse has continued.
