It will never work. They just create a black market. Or people will just drive out of county for it and all of the money flows to the surrounding counties.. And then they are left trying to find another way to pay the bills. The state is bankrupt. The city of Chicago is likely beyond.

I'm sure some people will drive out of the county for it if they are close to the edge of the county, but do you really think people living in Chicago are going to take the time to deal with traffic to drive out of the county and back again just to save a couple of dollars on soda tax?

It's bullshit, they tax any beverage that is sweetened.

"any nonalcoholic beverage, carbonated or noncarbonated, which is intended for human consumption and contains any caloric sweetener or noncaloric sweetener, and is available for sale in a bottle or produced for sale through the use of syrup and/or powder."

So everything from chocolate milk to iced tea to sports drinks to even lightly flavored water, etc.

So the group of people that consume most unhealthy beverages will not be effected by this new tax in any way.

They made it sound like any sweetened beverage is taxed extra. I guess there are random loop holes for chocolate milk and other stuff, that makes it so much better, so much easier to make good informed decisions when you don't even know what is taxed extra or what isn't.

Or just put "Not for human consumption! Same exact formula as before is now available for your pets!" on the label, since the tax only applies to:
