I made a shit load of money through iBill back in the day and it only became a problem when shit sponsors abused their option to disable rebills.
Which was a standard feature back then(and probably now). Bottom line : They took the rap because they were processing for so many paysites that had corrupt ownership.

Looks like after they went bust for the second time they moved to Malaysia Kuala Lumpur . I believe the last CEO was from Indonesia ?
