What is Live Facial Recognition?
Live Facial Recognition (LFR), is technology that can identify a person from a digital image. The technology is being used to assist in the prevention and detection of crime by identifying wanted criminals.

The LFR cameras are focused on an area, when people pass through the area their images are streamed directly to the Live Facial Recognition system database. This database contains the ‘watch list’: a list of offenders wanted by the police and courts for various offences.



How the system works
Live Facial Recognition uses NEC’s NeoFace technology to analyse images of the faces of people on the watch list. It measures the structure of each face, including distance between eyes, nose, mouth and jaw to create facial data.

The system detects a face, creates a digital version of it and searches it against the watch list; where it makes a match it sends an alert to an officer on the scene.

The officer compares the camera image and the watch list image and decides whether to stop and speak to the person. We always explain why we’ve stopped someone; we also give them a leaflet that explains how they can contact us to ask any questions afterwards.

The system will only keep faces matching the watch list, these are kept for 30 days, all others are deleted immediately. We delete all other data on the watch list and the footage we record.

Anyone can refuse to be scanned; it's not an offence or considered ‘obstruction’ to actively avoid being scanned.

How we’re using facial recognition
The Met is trialling Live Facial Recognition technology. We’re testing it in a range of environments including public events and crowded public spaces.

Wherever we’ve used it, we’ve done so openly. That means:

information leaflets handed out to the public
posters placed in and around the area to make people aware the technology is being used
officers engaging with members of the public to explain the process



To date we’ve used it six times, at:

Notting Hill Carnival in 2016 and 2017
Remembrance Day 2017
Port of Hull docks (assisting Humberside Police) in 2018
Stratford transport hub for two days in June and July 2018

There will be four more LFR trials, ten in total, before we evaluate the trial at the end of 2018. Future deployments under consideration are: football sporting events, music festivals and transport hubs.

The Met will assess and analyse the results, which will be accredited by independent authorities.

We’ll also hold a public consultation to discuss the use of facial recognition and to canvass public concerns about it. An Advisory Consultation Group (ACG) of key stakeholders has been set up to discuss the use of Live Facial Recognition.

Why we're trialling LFR
We're trialling the new technology to find out if it's a useful policing tactic to deter and prevent crime and bring to justice wanted criminals.

The trial has been set up to find out if the technology and how we use it can work in a range of locations, conditions and scenarios with the engagement of the public.

We feel it's important to run the trial in real life conditions to get accurate data and learn as much as possible from it.

Who determines what is hate speech? I'm called a racist but use the same standards when judging people whatever the colour of their skin. Often by people who have different standards depending on the colour of skin.

Why is it that when people go online they act in a way they wouldn't face to face?

It's quite common for AI models to show racism because those models are usually created with data supplied by (or generated by) humans, which may also show a bias.

For example, if Police patrol a black neighborhood more aggressively, they'll make more arrests there, even if the crime level is the same as everywhere else. That skews the data. The AI model then concludes that people living in the black neighborhood are more likely to offend.

This tech is much further along than you can imagine. I have followed it even before I was part of it.

It is already 3 steps ahead of what you might comprehend. It has been used by law enforcement, mainly the FBI and NSA for many years now.

2 things that might surprise you is that Facebook has been working with the government and they developed highly accurate tech to extract that info from your online video and photos, and surveillance cameras .

Some years ago, they discovered the secret to the high accuracy and that was that they had to quit looking at only the visible light range. A standard CCD imager that is found in your smartphone of and video device anymore, sees infrared light better than visible light (normally, they filter the infrared out) and that is the range that does the trick for the most accurate versions of this. I can even spot infrared eliminators to know they are doing it in some cases.

If you might have noticed, when you go to the BMV now, they do not require you to remove your eyeglasses. This is a highly accurate system now and glasses will not throw it off, but a ballcap might. Many reasons for that.

Facebook and some others have even taken this a few steps more. They can read your emotions from your facial expressions in real time. Originally the research was for the commercial market where you might be captured viewing a product in a store and get a recorded reaction from your experience of perhaps a price tag that is to high etc.

But this can be carried way beyond that in the real world.

The skinny is you should be skeptical of the potential uses since at this point, you may not be able to fathom what they might be.

But you would be surprised to know just how much it is being used right now.
It does not have to track you in real time. just record events for later determination.
But who should be able to access that data and what if it is hacked. It certainly will be sold.

Many more questions than answers and you should have the answers before you realize the questions. I am not totally against it but it must have a set of expandable defined rules or I am totally against it.

Think of it's use in politics... did your mayor visit a flop house or did you visit the NRA or party headquarters ?
It may seem like harmless info now but that's because nobody has had it to create a use for it yet.
Someone is going to make money, Even for the bribery factor.

Do you own your own bio-metric data ? Can it be stored ? for what purpose ? can it be sold ? for what purpose ? should you be notified when any of this happens ? should you be told the intended use ? should there be a penalty for allowing it to be stolen (hacked) or breaking the rules ? I see a day very soon when they can determine you sexual orientation and political tendencies from the same data.

The research is very young yet but advancing very rapidly.
Most of it has went underground somewhat to avoid consumer backlash.

The Chinese are not wasting any time implementing it on their population and you will not know what they are collecting or the reasons for it. but they are behind that which has been done in the US at this point.

But that will not stop the state or federal government from using the tech in SF.

Having a tech background helps me but every cam is suspect. But if I see IR illuminators, I know for sure they are after highly accurate info.
The data can be extracted with any cam , video or photo but those especially set-up are so much more accurate.

Law enforcement (mainly the FBI) uses it taken from any surveillance cam and searched all social media sites.
Think about that the next time there is a crime and they find them by their social media posts.

I find nothing wrong with it's use in this manor. But there is no limits to how it can be used. There are no rules.
And you will not have them if you do not demand them.
