My friend wants me to make him a fake NY Emmissions sticker
Otherwise he has to spend like $4,000 on his car to meet the standards..
Would it be illegal for me to create this sticker

No. You can create whatever you want - It only becomes illegal the moment he puts it on his car and commits fraud.
You are creating a 'Novelty Item' Like Movie Prop Money. Movie prop money is not in itself illegal - But the crime comes when you try to pass it off as legal tender in a store etc... |

Why don't you teach your "friend" some of your innovative adult stuff so he doesn't have to be a broke fraud risking his freedom anymore?
Besides, as soon as he gets caught he's going to say you sold it to him as real so he gets off and you have to become innovative with ramen noodles in jail. |

License plate readers so also use a (very) reflective plate covering.
And don't park on the street, and back in to spaces in the garages (with no front plate).

NYS doesn't have emissions testing or sticker. We have an inspection sticker and it's now tied to your registration.
They track invalid ones using your registration via license plate readers on all the cop cars and Thruway cameras. NYS considers faked state docs of anytime as counterfeit. And they don't fuck around. |
