I think it's a brand of water. Depends where you are in the French speaking world. Quebec, France, Africa?

It has something to do with water filtering, but I can't find a translation anywhere. And google.fr returns only one document containing the term "sumageante".

Come to thinkof it I am almost sure it is a brand because I spent a shit load of time in France in the 90's. Hung out with Jim Morrison and stuff....well his tomb stone that is!!!

I am from Quebec, and never ever seen that term before.

Surnageante is a french term, but doesn't mean much in your phrase, except something like "clappy/flopping water".

Usually a Mark would have capital letter in front. I assume there is an mispelling in that word.
