LOL fucking neighbors, I been living in this new place for 1.6 years and it's in a upper scale area of Montreal called Outremont. My neighbor came straight up to me and ask if I was a club biker member (I got a large amount of visible tattoos)

I laughed so much and told her she shouldn't judge on appearance and then said I was a computer geek ;-)

There isn't a thing like that in the city of winnipeg bylaw directory. Maybe you can do a search of your city of Montreal site and show me exactly where there's a bylaw about the city regulating home-based business. Maybe it's a Quebec thing.

The only thing I've ever seen from any level of government concerning mine or anyone's home-based business is an article in the newspaper a few years ago where they were thinking of making everyone register. I've never heard another thing about it since, and my tax&investment guy hasn't urged me to take any special steps. I know tons of people who work out of their homes all over the place who just run their businesses, pay their taxes, and get no grief about it.

Again, if there is a law governing earning a living from one's home computer I am unaware of it. I'd like to see it, if you can find something that is.
