I used to manage a call center for Pacific Bell, which was the local telephone company for California. It was a 411 / directory assistance call center outside of San Fran. Any time SoCal had an earthquake our call center got swamped with calls and we were 400 miles away.

I admit the first thing we tried to do was call family in SoCal and was unable to get through. This is to be expected.
