have you tried creating a new layer and then deleting the default 'background' layer?

the checkered layer is a 'clear background' that can't be edited at all from my experience. I myself wonder why cs4 creates a new doc with that layer?

When you create a new file ... in the popup box there is the Background Contents: option. Rather than 'Transparent', choose 'White'. Try that and let me know if that helps.
