![]() All of us iBill clients who process VISA membership sales are being effected by the required registration process for principal operators of high risk sites.
There seems to be much continued confusion, rumor, and variation regarding requirements for USA based operators and operators located in various international locations. At present it appears iBill is forced to walk the middle ground, meeting themandate of Visa, and maintaining the loyality of global adult webmasters. The issue with Visa / iBill along with any other third party (ISPP) may very well be the first phase to identify and in the near future exclude non USA based web site operators from processing their "high-risk" VISA charges via USA based third party processors. If this indeed is the case, there are many who have rebilling income at risk. Please share any recent information you have received, or your allowing all to be better informed. ![]()

I agree.
That is why you are required to have a US presense. Next most foreign webmasters will become acquainted with a govenrment agency known as the Internal Revenue Service. You think the $750.00 is all it is going to cost you, youare sadly wrong. Be sure and get a good accountant who knows international tax law. They aren't cheap but a good one is worth his weight in gold.

The non US webmasters who have a presence, or are establishing one, in the EU or other regions where their particular processor has merchant accounts, are subject to the requirements in that region, all of which should fall under basic Visa International guidelines that have been established.
Currently EU banks are not charging any fees for Visa in that region, however that does not preclude it happening in the future. We deal directly with a European third party processor which is not US based at all, and this is what we have been advised by the owner of the company. However, to use their services with Visa processing, we will have to form a corporation in the EU, otherwise they cannot process for us, since we have no presence in their region. As for refunding any money, I think that is a bit ridiculous to assume. Unless Visa declines the US sponsored merchant processing, the fee is gone, and will not be returned unless the processor is rebating it, as many have opted to do. This is not a matter of rejecting webmasters without a US presence, this is simply a matter of Visa enforcing a rule thats been on their books for quite some time tho ignored all that time. |
