what part of england is the dialect from that pronounces 'th' as 'f'? as in beth being pronounced as beff

London. Brian, as you know, I was born and grew up in London, and there were a lot of kids in my primary school that pronounced "th" as "f".

I don't know if any other English regional accents have the same substitution.

FYI... Oregano IS pronounced that way: [uh-reg-uh-noh]
and tomato is acceptable in both pronunciations, there IS no right or wrong.

I was born and grew up in London also and I've been living up north for nigh on 10 years now. A lot of cockneys might do it but that doesn't mean it's regional - plenty of people from other parts of the country do it, trust me!

There's plenty of Aussies who speak like that too. It's just that no one (particularly their parents) have ever bothered to correct them, so it's ingrained and they'll pass it down to their children.
Here, it's essentialy just lazy speech from people who know no better.

oh stop... As someone that lived in the UK for 4 years I can tell you that there are erroneous pronunciations from both sides of the atlantic

e.g. Schedule in the UK is pronounced "shedule" By that logic School would be "shool"

(I won't even go into some of the incredibly thick and slang-ridden accents that abound in the UK, some of which (Geordies for example), can't be understood by people living less than 50 miles away!)
